"EU to tell Turkey accession talks to start on time

NEWPORT, Wales, Sept 2 (Reuters) - European Union foreign ministers said they would tell Turkey on Friday its long-awaited talks to join the bloc would begin as scheduled on Oct. 3 despite a wrangle over Cyprus.
The message came as Turkish leaders said they would make no more concessions to the EU and would walk away if the 25-nation bloc offered anything short of full membership."
