Apparently, the regional leader of the outlawed terrorist organization PKK/Kongra-Gel, Cemil Bayik, demanded identity cards and passports from the Iraqi Kurdistan Democratic Party (KDP) leader, Mesut Barzani, in September.
Bayik, who sent a letter to Barzani and the Iraqi Kurdish Democrat Party political office in Northern Iraq, demanded Iraqi identity cards and passports in order to provide legal entrance into Turkey for about 100 terrorists."
