"What can be Done to Solve the Cyprus Problem?
One of the greatest achievements of the EU as a project for permanent peace and democracy in Europe is the reforms it has promoted in Turkey. Rapprochement between Turkey and Greece also has to be added to the success list of EU's 'soft power.' The greatest failure of EU, on the other hand, is undoubtedly accession of Greek Cypriot Administration (GCA) without the problem on the island being solved. It might have been thought that EU membership would encourage a solution on the island. As a matter of fact, Turkish Foreign Minister Abdullah Gul recently said: 'If I had had a little bit of experience, I would have solved the Cyprus problem in 2002.' "
