"HRW: Turkey is on the Right Track, yet Bureaucracy Still Resists

The New York-based Human Rights Watch (HRW) committee has announced that Turkey is taking steps forward in human rights reforms even thought the steps are irregular and slow.
The report, released yesterday (January 12) by HRW, says that the restart of activities of the terrorist organization Kurdish Workers' Party (PKK) is a disappointment.
The Committee noted in particular that bureaucracy still interprets the reform laws in the narrowest context. "
