Five dead as boat carrying immigrants sinks off Turkey
November 30, 2013

ISTANBUL - At least five people, including a child, drowned on Friday after a boat carrying illegal immigrants trying to reach Greece capsized off western Turkey, the coastguard said. “Acting on a tip-off at 2:30 am (0030 GMT) the coastguard seized the boat and recovered five bodies,” coastguard safety official Arslan Dede told AFP. Eight people were rescued and taken to a nearby hospital after the sinking in the Aegean Sea, he said, adding that a search was continuing for one missing person. The nationalities of those on the boat were not immediately known but media reports said they were believed to be Syrians.

Theme: Turkey's EU accession process is back on track, with the opening this month of the first chapter, or policy area, in more than three years, but the Islamist-rooted government continues to send out mixed signals over the country's direction.
Summary: Turkey is re-engaging with the EU in its sluggish accession process. The first chapter, or policy area, was opened on 5 November since the end of the Spanish EU presidency in June 2010. Fourteen of the 35 chapters have now been opened since October 2005, but only one has been temporarily closed. The rest of the chapters are either blocked because of French and Cypriot objections or frozen by Brussels because of Ankara's failure to implement the 2005 Ankara Protocol and open its ports and airports to Greek-Cypriot traffic and hence extend its customs union with the EU (since 1996) and recognise the Republic of Cyprus, an EU country since 2004.

Istanbul is hoping to become the world’s next major financial centre
Most people have no idea how good Turkish wine is, according to Martin Spurling, chief executive of HSBC Turkey. With over 1.5 million acres of land devoted to vines, it is a little-known fact that the country is the world’s fourth producer of grapes. The same can be said for Turkey’s ambitious plans to develop Istanbul as a major international financial centre.

The Shadow Politics of Shadow Education
By ANDREW FINKEL
ISTANBUL — “Shadow education” is academic jargon for the way ordinary people bypass the failings of the formal school system by enlisting their children in special programs on the side. In Turkey, the practice is so widespread it has spawned a multibillion-dollar industry of private tutorial colleges that help students cram for highly competitive high-school and university entrance exams. Nearly 1.3 million children in Turkey are enrolled in more than 3,800 tutorial colleges.

World press on Turkey's foreign policy (November 26, 2013)
26 November 2013 - 9:25pm
Hurriyet Daily News published an article by Murat Yetkin entitled "Turkey loses ground in the Middle East and East Mediterranean."
"It is obvious that Ankara has to enhance its relations with other capitals in the Middle East and East Mediterranean for its national interests; especially for economic and strategic reasons. In a new atmosphere where Iran, as one of the main oil and gas players in the region and the main pole of Shiite, rather non-Sunni Islamic politics has come to an agreement with P5+1 countries over its nuclear program, better political relations between its region and Europe becomes more vital for Turkey," the article reads.

Iran nuclear accord requires secular 'reset' of Turkey's foreign policy
The nuclear accord reached between the P5+1 states and Iran in Geneva during the early hours of Nov. 24 was a heartwarming sign that the international system can still produce diplomatic solutions. It is a success story for Iranian President Rouhani as much it is for the Barack Obama administration. If former Iranian president Mahmoud Ahmedinajad’s extremism and irrationalism had not been replaced by Rouhani’s realism and rationalism — in other words, if Iran’s foreign policy had not truly been "reset"—the world would not feel as at ease as it does right now.

Turkey and Russia have had their political differences in the past. This has been most apparent over Syria where the two countries have backed opposing factions in the country’s civil war. Turkey Towards 2023 Part Three: Infrastructure and Energy Plans
Read Part Two of Turkey Towards 2023 here.
Infrastructure projects
Turkey has been investing heavily in improving its infrastructure in recent years, and the government is keen to continue the momentum for at least the next decade. As an example, look at the announcement by the Defence Minister, Ismet Yilmaz, in July of this year regarding the military security zones: “These are set to be replaced by new housing, education and transport projects, to cater for the country’s rapidly growing population.” The military sites located in the affluent western part of the country will be moved to the east, while many of Istanbul’s military sites (over 50 000 acres) are likely to be redeveloped. Such schemes are essential in a country that has experienced one of the highest urbanisation rates in the world. Three quarters of the population now resides in urban areas compared to 25% in 1960.

Kemal Kilicdaroglu
Updated Nov. 25, 2013 5:22 p.m. ET
Despite all the bumps along the road since its inception in 1946, democracy in Turkey has now managed to survive for more than half a century. In a Muslim setting, this democracy has owed its longevity to its secular underpinnings—the separation of state and religion. Today, though, this system faces its most serious challenge yet from the ruling Justice and Development Party (AKP) and its leadership. Our country is quickly drifting away from a functioning democratic regime toward a manifestly authoritarian and intrusive one built around the whims of a single individual in power.

Indeed, unfortunately, the political climate, political norms and values in Turkey make it resemble more an SCO country than an EU member.

Barzani’s Diyarbakır visit and a renaissance for all Kurds
Some walls are being pulled down while some others are being built in the Kurdish context. A visit from the leader of the Kurdistan Regional Government (KRG), Masoud Barzani, to Diyarbakır on Saturday and his joint public address with Prime Minister Recep Tayyip Erdoğan marked a breakthrough for Turkey and the Kurds in the region. Another wall was pulled down this weekend when Erdoğan made his first visit to a member of the BDP (the Peace and Democracy Party), Osman Baydemir, the mayor of Diyarbakır. This was the first time that he engaged in dialogue with politicians from Kurdish political parties.

Turkey’s prime minister will try to cling to power

Gul and Erdogan, on a par with Ataturk?
The past year was meant to be a quiet one for Turkey: no elections, solid economic progress, perhaps a new constitution. Nobody foresaw the protests that erupted in Gezi Park, in Istanbul’s Taksim Square, in late May. The subsequent police crackdown triggered nationwide protests, which quickly grabbed the world’s attention. As a result, the image of Turkey’s prime minister, Recep Tayyip Erdogan, has suffered probably irreparable damage. Istanbul’s failure to win the right to hold the 2020 Olympics is just one consequence.

Turkish artist breaks stereotypes
Kutlug Ataman, born in 1961, is a Turkish filmmaker and contemporary artist who lives in Istanbul and London and whose movies and artwork have reached international audiences. He is one of the rare Turkish artists who have had the courage of openly declaring their homosexuality. Ataman's works reflect mostly the lives of marginalized individuals, examining the ways in which people create and rewrite their identities through self-expression, blurring the line between reality and fiction. His films have been described as combining documentary-style filmmaking with the intimacy of the home-movie genre. Politically, he identifies himself as a leftist.

(Reuters) - Turkey's hopes for a new constitution, meant to enshrine democratic freedoms and further distance it from the era of military coups, suffered a setback on Monday when a cross-party commission admitted defeat in drafting a new charter.
A new constitution had been one of the key pledges of Prime Minister Tayyip Erdogan's third term in office, meant to replace a text born of a 1980 coup which, despite numerous revisions, still bears the stamp of military tutelage.
