"Turkey can Prove Itself European

On June 12, the European Union (EU) decided to open and close negotiations on the “Science and Research” chapter, which helped Turkey take a step forward towards EU membership. Meanwhile, along with this decision, the EU reminded Turkey that it is required to open its ports and airports to Greek Cypriot ships and planes, respectively. The Union will then evaluate within the year whether Turkey has fulfilled its obligations or not. In this manner, the Greek Cypriot administration made the EU endorse one more time that there should be a link between the Cyprus issue and the technical negotiation process, by inserting this phrase in the decision text: “If the EU deems it necessary, it will return to that issue at the appropriate time. This phrase might mean, as Amanda Akcakoca rightly put it, “Nothing is agreed until everything is agreed.” (Zaman, June 15)."
