On the occasion of the June 12 meeting between Turkey and the European Union the Turkish side announced once again that Turkey is not going to open its harbors and airports to the Greek Cypriots. The EU responded by arguing that, by signing the EU customs union additional protocol, Turkey had made a legally binding commitment to that effect. Under the circumstances, the kind of crisis that would cause a suspension of the negotiations - which Rehn calls a train accident - can be expected to break out in December at the latest. "
