"Conflicting statements on Turkish flour

TO A layman like me, the Sept. 6 letter of Health Undersecretary Alexander Padilla raised more questions on Turkish flour than answers.
First, how can Padilla claim that the tests on Turkish flour were transparent when no representatives of the media or consuming public were allowed to witness the purported tests? Second, how come the Food and Drug Administration (FDA) waited until March 27 (a Saturday when government offices are closed) to test the samples of Turkish flour it allegedly gathered from March 9 to March 22 (a Monday)? What happened between March 23 and 26?"
