The European Union marks its 50th birthday this weekend in Berlin with fireworks and the uplifting strains of Beethoven - a celebration of the union's accomplishments of peace and prosperity launched in Rome in 1957.

But the celebrations cannot conceal angst about the 27-member bloc's uncertainty over whether to have a common constitution or admit new countries such as mostly Muslim Turkey. "
