The International Herald Tribune newspaper has said that newly appointed US Secretary of State Condoleezza Rice will send the message during her visit to Turkey visit that Washington is against the establishment of an independent Kurdish state in Northern Iraq. Rice's visit is scheduled to begin on Saturday (February 5). "
