"France to Pave Way for Vote on EU

Both houses of the French parliament meet in joint session on Monday to approve a change to the constitution.
The change will pave the way for a referendum later this year on the European constitution.
A three-fifths majority is needed to change the French constitution before France can ratify the EU document.
But support for the new treaty is so widespread among France's governing elite that a sufficient majority in both houses is practically certain."
