ISTANBUL–The U.S. enjoys a variety of bilateral ties across the world, from the so-called “special relationship” with the U.K. to strategic partnerships with the European Union, India and Afghanistan, among others. But Washington’s complicated alliance with Turkey has so far defied categorization.
