Russia Says Syria Jet Held Radar Gear

ISTANBUL—Russia said the Syrian plane forced to land in Turkey was legally carrying radar parts in the latest salvo of a deepening diplomatic row between the countries, as Turkey scrambled two fighter jets to the Syrian border for the first time since July.
