If not yet optimism, a sense of relief has certainly begun to percolate through world markets, which means that when the IMF and World Bank convene in Istanbul this October, the mood will not be as gloomy as many once feared. The annual governors’ meeting of the IMF and the World Bank, by modern custom, takes place every third year outside Washington, D.C., and the venues chosen have a symbolic importance. Singapore, Dubai and Prague have all recently hosted meetings, highlighting fast-developing economic regions and shifts in global power. Istanbul was a previous host in 1955, when the city was the West’s lonely sentinel at the edge of Europe in the middle of the Cold War."
