Peter Preston argues in The Guardian that, from Kosovo to Israel, the international community is obsessed with partition. It would be better, he contends, to trust to 'bottom-up' integration.

It's a curious line of reasoning, made the more curious by Preston's choice of Cyprus as a case study. So those diplomats and UN officials were aiming at partition, were they? Then why did they base the 1960 accords on inter-communal power-sharing? Why have they refused, for nearly three decades, to recognise the Turkish Republic of Northern Cyprus? Why have there been repeated UN-sponsored talks on reunification?"
