European and Euro-Atlantic integration were the priority for a number of Balkan countries in 2008. Despite its efforts, Macedonia ended the year without an invitation for NATO membership and without a date for the start of its pre-accession talks for its EU membership. The negotiations for Stabilisation and Association Agreements between the EU and Bosnia and Herzegovina and Serbia were going at a different pace and with variable success. Montenegro filed a request for EU membership in December, while Serbia announced that it would do so in the first six months of 2009. Croatia and Turkey are in their third year of hard pre-accession negotiations. Albania and Croatia on the other hand received NATO membership invitations. Bosnia and Herzegovina and Montenegro made serious steps towards their NATO membership."
