In the negotiations that have been carried out to find a comprehensive settlement to the Cyprus Problem, the Turkish Cypriot side made a proposal of just consulting the Founding States on the federal state’s resolutions on foreign relations. The consent of the Founding States would be asked for when the subject is within the authority of the Founding States. The Turkish Cypriot side, which foresees that the Founding States would be able to assign representatives on the issues that are within their authority, requested these representatives to be on the list of diplomats of the united federal state."
