Americans hardly know what to make of their old ally Turkey these days; and that applies even, or perhaps especially, to the community of academics, diplomats and commentators whose deliberations eventually feed into the country's foreign policy. That is partly because Turkey itself presents a confusing picture, even to a fair and clear-sighted observer. On one hand, it is a candidate for membership of the European Union, an elite club of democracies, and its application has been supported enthusiastically by the United States. "
