The military’s strongly worded statement warning the ruling conservative Justice and Development Party (AK Party) on April 27 was described, both by retired commanders such as retired Gen. Armağan Kuloğlu and civilian experts alike, as a memorandum that fell short of a military coup.

But the government responded to the military’s memorandum in the same strongly worded language, stressing the affiliated status of the Office of the Chief of General Staff to the Prime Ministry."
