A law adopted in 1995 granted Turkish citizens living abroad the right to vote. The aim of the prime minister at the time, Mesut Yılmaz, was to empower Turks living overseas in their country of origin. But, after 12 years, Turks abroad still cannot vote without traveling to border entry points."
