"...But what about Turkey?

He gives a much more cautious reply: 'Well, that will very much depend on Turkey. We are facing difficulties with Turkey mainly because it has not fully implemented the so-called Additional Ankara Protocol - they are not allowing free access to their ports and airports for Cyprus. In my opinion Turkey has a legal obligation to open its ports and airports and if they are not going to implement this additional protocol, then it may have a severe negative impact on their accession negotiations.

'Furthermore, they have slowed down their domestic reform process. I foresee certain problems with Turkey's accession negotiations. We can give no guarantee regarding the final outcome of these negotiations. It will depend partly on Turkey itself - whether it will fulfil the necessary requirements - and partly on the EU - whether it has the necessary absorption capacity. This is a long-term perspective and it will definitely take some years.'"
