Politics being only conducted under the roof of Parliament is one of the chief bottlenecks of Turkish policy.
All political issues are debated in Parliament, and political parties spread their propaganda through Parliament's rostrum. For this reason the Parliament floor is vitally important for the political parties.
The most concrete example of this is True Path Party (DYP) head Mehmet Agar. He was elected as an independent candidate from Elazig and all of a sudden became the head of the DYP, which in the November 2002 elections fell below the national election threshold. "
