ANKARA, Turkey -- Turkey named a new military chief Monday who favors a tougher line against Kurdish rebels and negotiations on the secular Muslim country joining the European Union.

The change comes as the United States is pressing Turkey to contribute to a possible peacekeeping force along the Israeli-Lebanese border. Turkey, NATO's only Muslim member, had expressed a readiness to contribute troops to a peacekeeping force if there were first a cease-fire and if the force were backed by a U.N. resolution."

I was awestruck when I heard from the very mouth of the minister of education and top officials of the Religious Affairs Directorate that if the Alawite children of this country do not want a Sunni-Hanefi religious education, they should declare themselves to be non-Muslim. How should we take this statement? It stinks all over. First of all, the only formal state organization created to serve the religious needs of the citizens of the republic is discriminating against all those who are not Muslim. Secondly, it discriminates against those who do not embrace the Sunni-Hanefi interpretation of Islam. Thirdly, it is declaring itself to be a partisan organization catering only to the needs those Muslims who adhere to the philosophy and practice of Islam that the Religious Affairs Directorate (Diyanet) represents and preaches. All these positions totally betray the secular nature of the state. The question is then whether the directorate and the state are non-secular. Keep in mind that the directorate is a branch of the state. "

When I was invited to tour the nation of Turkey for 10 days in June, I did not expect to find the answer to the problem of radical Islam. However, when my intercultural dialogue tour wrapped up in Istanbul at Topkapi Palace, I could clearly see the light at the end of the tunnel.

Ever since 9/11, Americans have struggled trying to understand why Muslims from the other side of the planet would want to kill innocent women and children - all in the name of Allah.

Where on Earth, we wondered, did these people get the idea that God wants his children to kill innocent strangers, and that somehow suicide bombers would be rewarded in the afterlife? Can Islam, the second-largest religion in the world, be that insane?

Turkey is constitutionally a secular republic. Any display of religion in public is banned since the Constitution was adopted in 1924. In a country with a 98 per cent Muslim population, this sounds improbable yet that is precisely what successive governments have tried to implement with varying degrees of success. In the early years, under Mustafa Kamal Ataturk, this was enforced with a near-missionary zeal. Islamic-style courts and seminaries were shut down, Sufi brotherhoods (tarikat) and dervish lodges (tekke) disbanded, the wearing of fez caps, veils and Eastern-style clothing banned and a Constitution modeled on western lines introduced, giving women equal rights. By 1928, Islam was no longer the state religion, polygamy was abolished, civil rather than religious marriages became the norm, Turkish was written in Roman instead of the Persian alphabet, children were given non-Arabic names and religious education was restricted, for a time even prohibited."

The other night, at Fenerbahce's Champions' League match, the stands were full of shouts of "Down with Israel!" I've gone to live matches since my childhood, and I well know the mosaic of people that fill these stands. The fans in the stands behind the goalposts are the real "people" of the country.

Of course, Fenerbahce's stadium in Kadikoy is Turkey's most modern stadium, and there really aren't those "open" stands behind the goal posts that there used to be in my childhood. Still, the more elite members of society still don't buy tickets to the areas behind the goal posts. Anyway, as the shouts of "Down with Israel" floated up from those seats, I thought to myself about the anger being expressed. It seems clear to me the reason: Israeli is discounting international law, human rights, and the values of the "new world" in its carrying out of its business. Every area of Lebanon has been bombed, without care, without regard for what may have been schools, or hospitals.

And the Turkish people can't accept this. But there is another reason they are angry. They are angry with Israel on account of the PKK. They hold America responsible for the mining of our roads, the shooting of PKK bullets at our soldiers. They believe that these bloody handed terrorists are using the US. And they know that Israel is America's pal. "

While debate continues about when, if ever, Turkey will enter the EU. Istanbul's cultural and culinary life is enjoying a European-inspired renaissance. Dan Hayes reports

Outside the Haghia Sofia I get talking to three students from Istanbul University. The three, all women, are studying economics and, in their T-shirts and jeans, look much like students in any European city from Stockholm to Salerno.

They are looking for people on whom to practise their English. 'We study lots of theory and grammar,' says one, 'but you don't learn the language the way you do by talking to real people. And if you want to get a good job these days you have to speak English well.'

When we get talking about Turkey and the EU, the students have mixed feelings. 'It would be a good thing, I think,' says their spokeswoman. 'Even the preparations for possible entry have brought lots of positives. But what would be Turkey's role in Europe if we ever were to get into the EU? Providing cheap workers?'"

WASHINGTON Former communist countries and Turkey have simplified taxation, overhauled regulations and reduced bureaucracy in a generally successful fight against corruption but Russia, Kyrgyzstan and Albania lag because of poor enforcement, the World Bank said Wednesday.

The survey was the third anti-corruption survey by the World Bank of 26 former communist countries in Eastern Europe and Central Asia and Turkey. It found that bribery was on the decline in many countries, but the level of corruption still tended to be higher than in Western Europe."

July has been the cruellest month. It started with another unseemly exercise of state power by the health minister against the director of the country’s leading, government medical institution (and an outstanding cardiac surgeon). Just as people were wondering what authority the Prime Minister wielded over his cabinet colleague, the answer came, indirectly, through the speedy and humiliating reversal of his Cabinet’s decision to disinvest modest holdings of Nalco and Neyveli Lignite in the face of opposition from DMK “allies”. Once again, the events demonstrated that real political power resides outside the PMO (this emperor is seriously underclad) and sparked editorials questioning the viability of such an “anointed” PM. Meanwhile, in Mumbai, a few cloudbursts again showed up the massive infrastructure deficit in India’s commercial capital. Much greater tragedy struck the “maximum city” on July 11, when eight bombs ripped through carriages of Mumbai’s suburban trains, killing almost 200 innocent travellers and injuring many hundreds more. Preliminary investigations suggested the importance of home-grown terror networks, thriving in an ecology of weak governance and a compromised apparatus of law enforcement and justice. A troopship of the Sea Forces Commandership was sent to Lebanon from the port of Mersin yesterday to evacuate Turkish citizens from the country. A Foreign Ministry official said that the ship would return to Turkey today. According to the Turkish Embassy in Beirut, 1,200 Turkish citizens applied for evacuation via ferryboat. In related news, Mersin Governor Huseyin Aksoy said that in total about 3,000 people have been evacuated through Mersin. "
