One of the main aspects of the decision taken by the Turkish Parliament not to allow the U.S. to invade Iraq through Turkey is an issue of democracy. Many Arab writers and commentators concentrated on the decision as freedom and an expression of the people's will rather than the actual benefits of the help, or the high price that Turkey was expected to pay for its refusal to share effectively in this devilish war. The Turkish Parliament acted as the conscience of the nation as they said, and they compared it with similar ones in the Arab world, but in these cases artificial decorations claimed as democratic institutions. These parliaments never decided against the desire of the ruler, either a king or a president!"
