When Rustam Safarov is asked whether he is Turkish or Georgian, he laughs.

'That is a very hard question,' he replies -- in Russian.

The answer is even more complicated.

Safarov is Meskhetian Turk, a classification that has meant a life in exile. His first language is Turkish, his second, Uzbek, his third, Russian."
