Through diplomatic intervention, Ankara has managed to convince Sunni groups from Iraq, who were leaning towards a boycott of the upcoming December 15 elections, to participate in the elections. Bringing together four top Sunni leaders with the US Ambassador to Baghdad, Zalmay Halilzad, in Istanbul's Conrad Hotel, Ankara diplomats, led by Foreign Minister Abdullah Gul, managed to end the secretive meeting on a positive note. With Ankara pressing for greater parliamentary representation for Iraqi Sunnis and Turkmens in the elections, the so-called 'Istanbul Operation' was deemed a success by observers. "
