Stiff-necked Greek Cyprus yesterday prevented EU member countries from reaching a compromise for the fourth time in weeks and from releasing a declaration on Ankara's refusal to recognize the Greek Cypriot administration, a crucial step toward ensuring the opening of Turkey's entry talks with the bloc on Oct. 3."
