"E.U.’s Rehn sees specific terms to spur Turkey

Setting specific membership terms for Turkey to join the European Union may well spur Ankara to put the necessary criteria in place, said the European Commissioner for enlargement, Olli Rehn.

'It is important that Turkey fulfils the terms for E.U. membership when the negotiations commence,' Rehn told reporters in Helsinki.

Austria and German conservative opposition leader Angela Merkel have recently suggested that Turkey should have a 'privileged partnership' rather than full membership.

Sticking points between the E.U and Turkey have included reforms of the Turkish penal system and the E.U. also wants Ankara to normalise ties with Cyprus.

Rehn said the United Nations should try to hammer out a new plan to reunite Cyprus, which should be approved by all parties before being subject of a referendum."
