On Sept. 1 a European Union foreign minister's meeting will take place. The meeting does not reflect business as usual. Many interesting topics and debates are certain to arise, and most prominent will be the issue of Turkey. A letter written by German Christian Democrat leader and candidate for chancellorship Angela Merkel was sent to all Christian Democrat Party leaders of the EU members states. The letter contains the same ideas that have been circulating for about a year: Turkey should be offered a privileged partnership status, and not full EU membership as was promised both in Helsinki in 1999 and last December's Brussels summit. This letter is signific
ant for Turkey because a politically charged letter sent by then U.S. President Lyndon Johnson had a great political impact in 1964, leading to the break up of Turkish-U.S. relations and 1974's intervention on Cyprus."
