Bulgaria's election winning Socialists can't form a new government, party leader Sergei

Stanishev conceded Thursday, hours after Parliament elected him prime minister by one vote but rejected his Cabinet.

Lawmakers voted 120-119 Wednesday to elect Stanishev as prime minister, but in a second vote rejected his Cabinet, which also included members of its coalition partner, a mainly ethnic Turkish party, the Movement for Rights and Freedoms (HOH)."
