The failure of the leaders of the European Union to agree on a budget at a summit meeting earlier this month in Brussels, combined with the grass-roots rejection of the proposed EU constitution by voters in France and the Netherlands, has plunged the organization into turmoil.

The EU will spend the coming months and perhaps even years reconsidering its future. One particular initiative that is now very much in doubt, expanding its membership, has particular significance for American foreign policy."
