A LETTER from Turkish Cypriot leader Mehmet Ali Talat to the Luxembourg Presidency asking EU member states not to accept the decoupling of the trade and aid regulations led to a new stalemate in the Council yesterday.
According to sources, there was a “blocking minority” in the Council ad hoc committee discussing the issue and as a result a rejection of a last-minute proposal tabled by Luxembourg. "
