The saying goes: Once glass is broken, it's broken. Whatever you do, it's impossible to restore its unbroken state. The French people broke the glass on Sunday. Now we have a Europe perplexed, as if it wasn't clear from public opinion polls that the French electorate would overwhelmingly vote “non” in a referendum on the first European Union constitution. To what extent we can still call the document the “EU Constitution” is another matter, but what's definite is the fact that the French people, for this or that reason but mostly because they were unhappy with rising unemployment, the worsening economic situation and the bad performance of the Jean-Pierre Raffarin government, rejected it."
