Ankara has notified Brussels that in Turkish legislation there is no implementation of initialing an international agreement, private CNN-T�RK yesterday reported. Upon Ankara�s statement, Brussels and Ankara have agreed that parties would first carry out an 'exchange of letters' that would be accepted by the EU as 'a pre-statement that Ankara would initial the protocol' "
