STANBUL, Dec. 30 - Turks like to tell visitors that their country, with its rich heritage of antiquities and centuries-old religious sites, is one big, permanent open-air museum.
But modern art has been treated as an ephemeral affair, tucked away in private galleries or available briefly, since 1987, every two years at the International Istanbul Biennial.

Now Istanbul has its first modern art museum, a cleanly renovated 86,000-square-foot former government customs warehouse on the gray-blue waters of the Sea of Marmara."
