The idea that Turkey might join the European Union has given rise to endless problems and contradictions. On the EU side, they are epitomised by the dilemma of Jacques Chirac, French president: having to say one thing in France, where public opinion is largely hostile, and another to the Turks and to the fairly considerable French business and military interests that are on their side."
