Turkey's insistent refusal to endorse the internationally-recognized Greek Cypriot government of EU-member Cyprus, over which the country fought a war in 1974, is a fundemantal part of its foreign policy. A row over Cyprus appeared Friday to deadlock a European Union summit in Brussels at which Turkey is set to win a long-awaited date to start acccession talks next year -- provided it recognizes Cyprus. Ankara says it has already delivered the maximum of concessions to Cyprus to keep its EU membership bid on track and believes it is time the EU put pressure on Cyprus to reconcile with Turkey. Failure to resolve the stalemate may force Turkish Prime Minister Recep Tayyip Erdogan to reject the offer for accession talks and ruin his country's 40-year dream of integration with Europe. "
