Cyprus will continue to cloud Turkey's EU hopes after Ankara agreed to sign a key diplomatic accord that falls short of recognition of the divided island's Greek Cypriot government. As part of a landmark deal to open EU accession talks, Turkey pledged to sign an additional protocol to a 1963 accord with the EU's forerunner called the Ankara Agreement to cover the bloc's 10 new member states including Cyprus, before its own membership negotiations start in October 2005. Many EU leaders initially hailed the move as a breakthrough, saying it added up to a de facto normalization of relations with the Mediterranean island. 'We forced them into an implicit recognition,' a source with the European Commission, the EU's executive, said after the summit. "
