BRUSSELS (Reuters) - The European Union's executive will propose a plan on Wednesday for long-awaited membership talks with Turkey, as scepticism grows over whether the huge, poor, mainly Muslim nation belongs in the bloc at all.
The European Commission's draft negotiating mandate must be approved unanimously by the 25 member states. There may be tough wrangling in a political climate less favourable to Turkey in the six months since EU leaders agreed to open the negotiations."
