A world class democratic society is only possible to attain with the development of autonomous, transparent, and innovative world class higher education system. It is very obvious that many public and private universities in Turkey only barely can provide average and above average educational services. And, not many of them are ranked as world class institutions. Such a requirement and benchmark should be imposed on all Turkish public and private universities."
