Assessing Turkey's Future As an Energy Transit Country

"Assessing Turkey's Future As an Energy Transit Country
Daniel Fink

On July 13, the Baku-Tbilisi-Ceyhan oil pipeline (BTC) was formally opened, connecting the Caspian oil basin with the Mediterranean and providing a more direct route to Western markets. The pipeline also represents one of several developments that may propel Turkey into a central role in the global energy industry.

To discuss these developments, The Washington Institute is pleased to present a new entry in its Research Note series. The paper offers a comprehensive assessment of all completed, ongoing, and planned pipeline projects in the Black Sea littoral and beyond, covering output statistics, construction and maintenance costs, key political issues, and numerous other factors. It also outlines the domestic measures Turkey will need to pursue in order to take advantage of the pipelines transiting its territory. From European dependence on Russian oil to pipeline security in regional hot spots, Turkey's future direction as an energy corridor will have potentially profound implications for a wide array of issues affecting global oil and gas markets."

Most people don't think of West Asia when idea of Asia comes up. There are a number of reasons. The most obvious is the rise of a geo-political concept that ignores continental boundaries: the 'Middle East.' In common usage, the Middle East extends from Morocco across the entire coast of North Africa to take in at least the whole Arab world (usually stopping in Iraq and the Persian Gulf) and often the Persian world (Iran, Afghanistan, and sometimes Pakistan). Turkey is usually included, as well. But Turkey provides problems of it's own. The nation of Turkey is a member of the European Union. And most of the ethnically Turkic world is in Central Asia: Kazakhstan, Azerbaijan, Uzbekistan, etc."

Secularism betrayed - Turkish Daily News Jul 31, 2006

"Secularism betrayed
Monday, July 31, 2006

Opinion by Dog?u ERGI?L
I was awestruck when I heard from the very mouth of the minister of education and top officials of the Religious Affairs Directorate that if the Alawite children of this country do not want a Sunni-Hanefi religious education, they should declare themselves to be non-Muslim. How should we take this statement? It stinks all over. First of all, the only formal state organization created to serve the religious needs of the citizens of the republic is discriminating against all those who are not Muslim. Secondly, it discriminates against those who do not embrace the Sunni-Hanefi interpretation of Islam. Thirdly, it is declaring itself to be a partisan organization catering only to the needs those Muslims who adhere to the philosophy and practice of Islam that the Religious Affairs Directorate (Diyanet) represents and preaches. All these positions totally betray the secular nature of the state. The question is then whether the directorate and the state are non-secular. Keep in mind that the directorate is a branch of the state. "

IF IRAN'S NUCLEAR ambitions, Iraq's low-level civil war and the Israeli-Hezbollah war were not enough, President Bush may face a new dilemma. The Turkish government has ordered its military to prepare for an attack on 3,000 Kurdistan Workers Party insurgents living in Kurdish-dominated northern Iraq. Although the incursion by Turkey, a U.S. ally of 50 years, would be mostly for show, it would severely embarrass the Bush administration. According to Foucault, in modern societies individuals are extensively controlled through standards of normality disseminated by a wide range of knowledge, extending from diagnostic to normative knowledge such as criminology, medicine and psychiatry. Modern individuals become the agents of their own 'normalization.' Today, the Foucauldian understanding of power is widely used when analyzing Western societies. However, when it comes to exploring the Middle East or Muslim societies, even scholars who are notorious for borrowing so much from Foucault seem reluctant to employ the Foucauldian scheme. "

Devotion to true Islam will defeat terrorists

"Devotion to true Islam will defeat terrorists

Jul. 29, 2006 12:00 AM

When I was invited to tour the nation of Turkey for 10 days in June, I did not expect to find the answer to the problem of radical Islam. However, when my intercultural dialogue tour wrapped up in Istanbul at Topkapi Palace, I could clearly see the light at the end of the tunnel.

Ever since 9/11, Americans have struggled trying to understand why Muslims from the other side of the planet would want to kill innocent women and children - all in the name of Allah.

Where on Earth, we wondered, did these people get the idea that God wants his children to kill innocent strangers, and that somehow suicide bombers would be rewarded in the afterlife? Can Islam, the second-largest religion in the world, be that insane?

Turkey is constitutionally a secular republic. Any display of religion in public is banned since the Constitution was adopted in 1924. In a country with a 98 per cent Muslim population, this sounds improbable yet that is precisely what successive governments have tried to implement with varying degrees of success. In the early years, under Mustafa Kamal Ataturk, this was enforced with a near-missionary zeal. Islamic-style courts and seminaries were shut down, Sufi brotherhoods (tarikat) and dervish lodges (tekke) disbanded, the wearing of fez caps, veils and Eastern-style clothing banned and a Constitution modeled on western lines introduced, giving women equal rights. By 1928, Islam was no longer the state religion, polygamy was abolished, civil rather than religious marriages became the norm, Turkish was written in Roman instead of the Persian alphabet, children were given non-Arabic names and religious education was restricted, for a time even prohibited."

The long-waited Rome conference on the Middle East would have been doomed to failure if there had been expectations that it would declare an immediate and unconditional cease-fire in Lebanon. If you are unable to read into what Condoleezza Rice had been saying since the eruption of hostilities between Israel and Hezbollah, you would have had empty expectations for a cease-fire and then assume that the Rome conference was a disappointment."

Terrorism by the Kurdistan Workers' Party (PKK) continues to claim lives in Turkey. A recent surge in the PKK's activities is feeding anti-Americanism and nationalist sentiments. Moreover, the PKK's terrorist attacks could drag the Turkish public into a confrontation with Kurdish communities. However the U.S.' reluctance to allow Turkish forces to conduct an operation in northern Iraq, where PKK terrorists have bases, places the Turkish government in a sensitive position in which it's forced to do something to appease popular pressure."

Turkish Foreign Minister Abdullah Gul last week summoned the US and Iraqi ambassadors to warn them that Ankara would act in self-defence if effective measures were not taken to end the presence in northern Iraq of the PKK (Kurdistan Workers Party). The PKK was responsible for the killing of 14 Turkish soldiers and policemen the previous weekend. The basically cautious government of Recep Tayyip Erdogan, leader of the Justice and Development Party (AKP) is making what may prove to be its last attempt to make the US administration live up to its declaration that it opposes the PKK as it does any other terrorist organisation."

Hürriyet - Tufan Turenc: The world watches in silence as Israel bombs Lebanon

"Tufan Turenc: The world watches in silence as Israel bombs Lebanon

The other night, at Fenerbahce's Champions' League match, the stands were full of shouts of "Down with Israel!" I've gone to live matches since my childhood, and I well know the mosaic of people that fill these stands. The fans in the stands behind the goalposts are the real "people" of the country.

Of course, Fenerbahce's stadium in Kadikoy is Turkey's most modern stadium, and there really aren't those "open" stands behind the goal posts that there used to be in my childhood. Still, the more elite members of society still don't buy tickets to the areas behind the goal posts. Anyway, as the shouts of "Down with Israel" floated up from those seats, I thought to myself about the anger being expressed. It seems clear to me the reason: Israeli is discounting international law, human rights, and the values of the "new world" in its carrying out of its business. Every area of Lebanon has been bombed, without care, without regard for what may have been schools, or hospitals.

And the Turkish people can't accept this. But there is another reason they are angry. They are angry with Israel on account of the PKK. They hold America responsible for the mining of our roads, the shooting of PKK bullets at our soldiers. They believe that these bloody handed terrorists are using the US. And they know that Israel is America's pal. "

While debate continues about when, if ever, Turkey will enter the EU. Istanbul's cultural and culinary life is enjoying a European-inspired renaissance. Dan Hayes reports

Outside the Haghia Sofia I get talking to three students from Istanbul University. The three, all women, are studying economics and, in their T-shirts and jeans, look much like students in any European city from Stockholm to Salerno.

They are looking for people on whom to practise their English. 'We study lots of theory and grammar,' says one, 'but you don't learn the language the way you do by talking to real people. And if you want to get a good job these days you have to speak English well.'

When we get talking about Turkey and the EU, the students have mixed feelings. 'It would be a good thing, I think,' says their spokeswoman. 'Even the preparations for possible entry have brought lots of positives. But what would be Turkey's role in Europe if we ever were to get into the EU? Providing cheap workers?'"

"Understanding state, society and religion in Turkey (II)

By Talip Küçükcan

Turkey has a unique experience in state formation, in formulating state-religion relations but there are some painful periods in its history regarding democratisation.
The military intervention on September 12, 1980, suspended Turkey’s fragile democracy and caused a breakdown in party politics by banning all political parties and sending their leaders to trial. The first election after the military coup in 1983 was a turning point in Turkish political history, and the election results and subsequent government policies under Turgut Özal’s premiership changed the course of Turkish political culture for decades to come. BERLIN Stories about the German author Feridun Zaimoglu often begin with a description of what he looks like - namely, not much like a German author. They focus on his silver necklaces and bracelets, and the rings that clink against the sides of cups when he drinks coffee. The descriptions include his peaked eyebrows, and the dark, curly hair and sloping nose that reveal his Turkish heritage.

To some he looks like one of the sketchy, burnt-out characters of his novels. To others, "like a sought- after bouncer," as Spiegel Online wrote recently."

TURKEY: Little progress on religious freedom

"TURKEY: Little progress on religious freedom

By Dr. Otmar Oehring, head of the human rights office of Missio

Despite hopes, there has been little progress in achieving true religious freedom in Turkey, argues Otmar Oehring of the German Catholic charity Missio http://www.missio-aachen.de/menschen-kulturen/themen/menschenrechte. Delays in changing the Foundations Law; declining official interest in acting on EU and Council of Europe advice; the lack of concrete impact of limited changes in the way the state records individual religious affiliation; "massive nationalistic indoctrination" in schools; and continuing systematic discrimination against Muslim and non-Muslim minorities contribute to Turkey's religious freedom deficit. In this personal commentary for Forum 18 News Service http://www.forum18.org, Dr Oehring maintains that the Turkish government no longer seems willing to improve the religious freedom and human rights situation. Many think that EU accession negotiations may fail, and he suggests that this is likely to end any progress towards religious freedom."

Turkish Foreign Minister Abdullah Gul last week summoned the U.S. and Iraqi ambassadors to warn them that his country would act in self-defense if effective measures were not taken to end the presence in northern Iraq of the PKK, or Kurdistan Workers Party.

The party was responsible for the killing of 14 Turkish soldiers and policemen the previous weekend. The basically cautious government of Recep Tayyip Erdogan, leader of Turkey’s Justice and Development Party (AKP), is making what may prove to be its last attempt to make the U.S. administration live up to its declaration that it opposes the PKK, as it does any other terrorist organization."

"Turks' dilemma

TODAY'S COLUMNIST
By Tulin Daloglu
July 25, 2006

In the midst of the dangerous escalation in the Middle East, President Bush and Secretary of State Condoleezza Rice have assured their Turkish counterparts that the United States will not allow the separatist Kurdish terrorists to infiltrate Turkey via northern Iraq. But last week, 15 members of the Turkish security force died in PKK attacks, bringing the total number of Turks killed or wounded by the PKK to nearly 2,000 since the group unilaterally ended its cease-fire in 2003. The ongoing violence has prompted Turks to favor a military operation led by Turkey to target PKK safe havens in northern Iraq. The question is whether or not it makes sense to carry out such an operation. "

Here are the words from the mouth of the Talabani, who sits at the head of the puppet Iraqi government: 'Turkey cannot enter Northern Iraq. We will not give permission for such a thing....'

That's just what was missing, some words from Talabani on this matter. Anyway, we also know we cannot enter Northern Iraq. Maybe if there's a miracle, we will carry out some sort of operation for show, but nothing more.

However, it also looks like we will have to just deal with comments like this from leaders like Talabani and Barzani. Our ancestors said it so well:

Azzaman, July 25, 2006

Iraqi Kurds, who have set up a semi-independent state in the north, are wary that instability in the Middle East will encourage Ankara to mount cross border operations in pursuit of its own Kurdish guerrillas.

The Turkish government has been citing the current crisis in Lebanon sparked by a cross-border attack by rebels from the Lebanese guerrilla group, Hizbollah, as a pretext to conduct its own war against Turkish Kurds.

Turkish officials say Kurdish rebels known as PKK have killed at least 15 Turkish troops in the past few days through cross-border attacks from inside Iraq and have escalated their operations."

"The Secrets Behind 'State Secrets':How Turkey's Mafia-like 'Deep State' (and its Neocon Friends) Penetrated the American

by Mike Mejia

http://www.opednews.com

French filmmaker Mathieu Verboud is set to release a new documentary for European television this fall, which will reveal important new insights into the case of former FBI translator and president of the National Security Whistleblower's Coalition Sibel Edmonds. Edmonds, a Turkish-American whose wrongful termination lawsuit was suppressed by the government's invocation of the all-too-common "state secrets privilege", reported to her superiors espionage and deliberate mistranslations on the part of fellow Turkish translator, Melek Can Dickerson. It seems Ms. Dickerson had relationships with targets of FBI investigation working at the Turkish Embassy and the American Turkish Council, a fact which meant that anything she translated was likely to be false. However, instead of receiving a promotion for bringing Ms. Dickerson's' espionage to the attention of her bosses, Edmonds was fired after she went in frustration to the U.S. Senate. "

Opinion & Analysis-Shankar Acharya: Talking TurkeyA PIECE OF MY MIND

"Shankar Acharya: Talking Turkey
A PIECE OF MY MIND
Shankar Acharya / New Delhi July 25, 2006
July has been the cruellest month. It started with another unseemly exercise of state power by the health minister against the director of the country’s leading, government medical institution (and an outstanding cardiac surgeon). Just as people were wondering what authority the Prime Minister wielded over his cabinet colleague, the answer came, indirectly, through the speedy and humiliating reversal of his Cabinet’s decision to disinvest modest holdings of Nalco and Neyveli Lignite in the face of opposition from DMK “allies”. Once again, the events demonstrated that real political power resides outside the PMO (this emperor is seriously underclad) and sparked editorials questioning the viability of such an “anointed” PM. Meanwhile, in Mumbai, a few cloudbursts again showed up the massive infrastructure deficit in India’s commercial capital. Much greater tragedy struck the “maximum city” on July 11, when eight bombs ripped through carriages of Mumbai’s suburban trains, killing almost 200 innocent travellers and injuring many hundreds more. Preliminary investigations suggested the importance of home-grown terror networks, thriving in an ecology of weak governance and a compromised apparatus of law enforcement and justice. As if these very serious domestic setbacks to social harmony and development were not enough, the international environment worsened sharply. Massive Israeli overreaction to relatively minor Palestinian and Hezbollah provocations plunged the Middle East (especially Lebanon) into turmoil, sent oil prices above $75 a barrel and cast a shadow on global growth. The Doha round of trade negotiations staggered towards a possibly final breakdown without earning many column inches of global attention."

The last few days have been a difficult period for the Middle East and its partner states. The attacks by Hamas and then Hizbollah on Israel were unexpected but, unfortunately, predictable. They derive from the needs of Iran to take pressure off its program of nuclear military capabilities and the internal Iranian debate which threatens Ahmedinejad’s ability to dictate Iranian military direction without reference to the ayatollahs and the moderates. The question of what one does to Iran in the light of this is not immediately obvious. What is clear is that the best response is to promote regime change in Syria"
